In order to supervise and control the cross boundary shipment of hazardous wastes the Basel Convention established in 1989 the worldwide concept of the notification of wastes.
On the basis of the Basel Convention the European Union has developed a logic of classifying wastes into “green-listed” wastes, which can be transported accross borders with a simple contract and an annex VII document, “amber-listed” wastes which require a notification before these can be shipped. A notification is a process in which the environmental ministries agencies are requested to give their consent before the shipments can take place. Hazardous “red-listed” wastes may not be transported outside Europe and within Europe only on the basis of a notification procedure.
